Kung maipapasa ng lehislatura (na dinodomina ng mga power-elite), mahirap (at napakamapanganib) ipagkatiwala sa rehimeng Nunal ang pagpapatupad ng panukalang-batas laban sa terorismo. Asahan ang mas maraming kaso ng pamamaslang ng mga aktibista 'pag nagkataon.

Sinabi ni G. Renato Reyes ng Bayan na mas maraming mga sibilyan ang napaslang kaysa sa mga miyembro ng Bagong Hukbong Bayan sa pagpapatupad ng patakarang todo-giyera (all-out-war) ni Kumander Nunal simula nang maluklok siya sa poder noong 2001. Kontra-mamamayan, sa anumang pamantayan.

Sabi ni Kumander Nunal ay magiging sandigan ng kanyang panunungkulan ang moralidad (unang SONA). Masasabi bang may konsepto siya ng moralidad nang parangalan niya sa kanyang nakaraang SONA (ika-anim) ang isang mamamatay-tao.
