- Cha-cha is the "mother of all reforms."
It highlights four key changes, namely:
-shift from presidential to parliamentary
-shift from bicameral to unicameral legislature
-shift from unitary to federal government
-lifting of citizenship restriction in owning lands
and businesss in the country (economic liberalization,
from 40% to 100% share)
It will lead to economic, political, bureaucratic and social reforms.
Mode (?)
-Con-Ass (revison)
-Con-Con (revision)
-People's Initiative (amendments only) - Cha-cha is needed but after Gloria steps down from office.
Gloria and her minions will only use
it to extend their term in office. - Cha-cha is not the answer to the
myriad of problems in the country.
Cha-cha does not guarantee any meaningful and substantive
change considering the timing and motivation of the proposal,
and the set of people behind it.
