Capacity vs. Capability Building

  • Capacity building would obviously be much broader than capability building with the latter almost restricted to focusing on individuals.
  • Capacity building - and better still capacity development - focuses its analysis on improvement at various levels - from the policy, to organizational, institutional, structural (including intergovernmental), and individual and behavioral levels.
