The following (plus the photocopied set of readings last July 1) will be part of our graded recitation next session. You have nothing to submit from this library work but you are encouraged to bring your research notes for reference during the recitation (para kodigo, kumbaga). Textbooks are available at the reserve (for room and overnight use only) and circulation (for room and outside use for about 1-2 weeks) sections of the AS college library. For this purpose, refrain from using any references from the Internet (For now, let’s do it the classical way!). DS Practicum '06

Binabati ko ang mga masisikhay, matatatag at responsableng DevStud student-practicumers na lumubog, nakipamuhay at nakiisa sa malawak na masa sa mga lalawigan ng Rizal, Batangas, Cavite, Laguna, Quezon, Zambales at Pangasinan para sa taong 2006.

Inaasahan na mas magiging malalim, matalas, siyentipiko at kritikal ang inyong pag-aaral ng kasaysayan, lipunan at kulturang Pilipino mula sa karanasang ito.

Sinubok ng mahigit sa isang buwang gawaing ito ang inyong pisikal na katatagan (para sa mga may asthma); lakas ng loob; kakayahang magbadyet; angking talino, karisma (Ms. Jose, take note!) at husay sa pakikisama sa kapwa at pag-angkop sa pabago-bagong sitwasyon at sa inaasahan (at 'di-inaasahang) mga suliranin.

Sa kabuuan, ang practicum (tulad ng maraming bagay) ay higit sa inaasahan (anuman ang pagpapakahulugan natin dito).

Papel ng Sandatahang Lakas sa Kasaysayan ng Pilipinas

Papel ng Sandatahang Panlakas sa Kasaysayan ng Pilipinas

Ang sandatahang panlakas ng isang tribo, kilusan o bansa ay nagsisilbing tagapagtanggol ng kanilang teritoryo, kabuhayan, mamamayan, pamunuan, interes at prinsipyo sa pamamagitan ng armadong pakikidigma—opensiba o depesiba man. Sa kabuuan, masalimuot ang papel ng sandatahang panlakas sa kasaysayan ng bansa. Lumalabas na hindi lamang ito usapin na kinapapalooban ng mga nagtutunggaling puwersa sa bansa sapagkat napakalaki ng papel na ginampanan ng mga dayuhang mananakop sa pagkabuo nito at kung ano na ito sa kasalukuyan.

Pagbabaliktanaw sa Kasaysayan
Ang sinaunang sandatahang panlakas ay ang mga mandirigma ng bawat tribo. Sila ang nagtatanggol sa kanilang angkan o tribo laban sa panghihimasok ng ibang tribo bunga ng di-pagkakaunawaan o ekpansyonismo. Ang mga masisikhay na mandirigma ng mga tribong ito rin ang naglunsad ng mga pulo-pulong pag-aaklas o isolated uprising laban sa mga mapang-abusong Kastila. Sinasalamin nito ang katotohanan na ang mga katutubo sa bansa ay likas na nagpapahalaga sa kalinangan, kabuhayan at kalayaan.

Sa pagpapatuloy ng layuning makamit ang pambansang kasarinlan, ang mga rebolusyunaryong Pilipino ay naglunsad ng armadong pakikibaka laban sa mga mananakop na Kastila na tuluyang napagtagumpayan noong 1898. Panibagong hamon naman ang hinarap ng mga Pilipino sa yugto ng pananakop ng mga Amerikano na sa simula ay nagpanggap na kaalyado ng bansa. Sa panahon ng Ikalawang Digmaang Pandaigdig ay nagsanib puwersa naman ang mga Pilipino at Amerikanong sundalo laban sa mga sundalong Hapon na higit na nagpatibay sa di-pantay na ugnayang militar ng dalawang bansa.

Kinasangkapan ng mga Amerikano ang sandatahang lakas ng mga Pilipino upang labanan ang lumalaganap na komunismo na banta sa kanilang pang-ekonomiya, pampulitika at panseguridad na interes sa rehiyon. Naging instrumento ang sandatahang panlakas ng estado sa layunin ng imperyalistang U.S. na higit na palawakin ang teritoryo nito sa Asya sa pamamagitan ng mga kasunduang militar tulad ng Military Defense Treaty (MDT) at Military Bases Agreement (MBA).

Naging instrumento rin sila upang lansagin ang pakikibaka ng mga armadong magsasaka at rebelyong Muslim. Ipinaglalaban ng mga organisadong magsasaka ang kanilang karapatan sa pagmamay-ari ng lupa na pawang konsentrado lamang sa kamay ng iilang mga panginoong maylupa o landlord. Tinututulan din nila ang paglapastangan ng mga Amerikano sa pambansang soberanya ng Pilipinas na isinasakatuparan sa pamamagitan ng iba’t-ibang patakaran nito sa kalakalan, pananalapi, ugnayan panlabas, militar at iba pa. Ipinaglalaban naman ng mga Muslim sa Mindanao ang kanilang karapatan na humiway sa Republika bilang isang nagsasariling bansa o independent Islamic state. Sa mahabang panahon ay biktima sila ng diskriminasyon, pandarahas at dislokasyon sa kamay ng mga dayuhan at maging ng kapwa nila Pilipino.

Sandatahang Panlakas sa Panahon ng Batas Militar
Pangunahin ang naging papel ng militar sa pagpataw ni Marcos ng Batas Milirar o Martial Law. Kinasangkapan ni Marcos ang institusyong ito upang mapanaliti siya sa kapangyarihan. Naging instrumento ang tanggulang pambansa upang lansagin ang mga lihim na kilusan laban sa kanyang pamahalaan at para magsagawa ng mga pandarahas sa mga kalaban niya sa pulitika. Ginamit rin sila upang paigtingin ang sensura o censorship, paniniktik o espionage, pananakot at manipulasyon.

Papel ng Militar sa Pagpapabagsak ng Pamahalaan
Mahalaga rin ang papel ng mga militar sa pagpapabagsak ng pamahalaan sa pamamagitan ng coup de ‘etat. Matatandaan na niyanig ng kabi-kabilang coup ang administrasyon ni Aquino sa pangunguna ng Reform the Armed Forces Movement (RAM) at ng mga opisyal ng militar na nananatiling tapat sa kay Marcos o mga Marcos loyalist.

Ang pagbawi ng suporta ng ilang paksyon ng militar sa pamunuan ni Marcos ay mahalagang yugto sa kasaysayan ng pakikibaka para sa demokrasya. Ganoon din ang naging karanasan ng bansa sa pagpapatalsik kay Estrada sa kapangyarihan. Isa-isang bumaligtad ang mga pinuno ng sandatahang panlakas upang makiisa sa lumalakas na panawagang bumaba ng siya pagkapangulo.

Sa kasalukuyan ay aktibo ang sandatahang panlakas ng bansa sa pakikiisa sa U.S. laban sa pandaigdigang terorismo. Hati ang mamamayan sa kanilang opinyon ukol dito. May nagsasabi na ito ay makatwiran sapagkat laban ito para maipagtanggol ang demokrasya at pandaigdigang kapayapaan. Subalit marami ang naniniwala na ang puno’t-dulo ng tinaguriang “U.S.-led War of Aggression” laban sa Iraq at maging sa iba pang bansa sa Middle East ay ang pagkontrol sa produksyon ng langis sa rehiyon. Binigyang diin nila na kasaysayan na mismo ang magpapatunay na ang mga patakaran militar at ugnayang panlabas ng U.S. ay laging nakasentro lamang sa pagsasakatuparan ng mga layunin nitong makasarili.

Kontrobersya sa Militar
Sa kasalukuyan ay nahaharap din sa kontrobersya ang militar dahil ay papel diumano nito sa malawakang dayaan sa eleksyon noong 2004. Isinasaad ng Konstitusyon ng 1987 na ipinagbabawal ang direkta o di-direktang pakikibahagi ng militar sa kahit na anong gawaing may kaugnayan sa pakikialam sa pulitika o political partisan activity maliban sa pagboto tuwing halalan. Kung ito man ay may katotohanan, maaaring sabihin na walang pagkakaiba ang kalikasan ng sandatahang panlakas ngayon at yaong panahon ng diktaturyang Marcos.

Imahe ng Militar
Aktibo ang militar sa mga civic action tulad ng misyong medikal-dental, relief operation at iba pa. Nakatutulong ito upang mapalapit ang loob ng mamamayan sa mga militar. Malaki ang naitutulong ng mga militar sa panahon ng kalamidad. Sa pamamagitan ng kanilang mga kagamitan tulad ng tangke, eroplano helikapter at barko ay higit na napapadali at napapabilis ang pagtulong sa mga nasalanta ng sakuna tulad ng bagyo, pagputok ng bulkan, pagguho ng lupa o landslide, digmaan at iba pa. Subalit may mga nagsasabi na psychological warfare lamang ito upang kunin ang tiwala ng mga taga-nayon at putulin ang ugnayan ng mga rebolusyunaryong kilusan sa mga mamamayan. Kilalang-kilala si Ramon Magsaysay sa paraang ito bilang taktika laban sa mga Hukbalahap noong dekada ‘50.

Mainit na usapin din ang paggamit ng pamahalaan sa mga militar upang supilin ang lehitimong pakikibaka ng mga ordinaryong mamamayan. Hindi makakalimutan ng taong-bayan ang marahas na pagpapaulan ng bala sa mga magsasaka at manggagawang-bukid sa Mendiola noong 1987 na tinaguriang “Mendiola Massacre” at sa Tarlac noong 2004 na tinaguriang “Hacienda Luisita Massacre.”

Sa kabuuan, mahalaga ang papel ng sandatahang lakas ng bansa sa paghubog ng kasaysayan ng Pilipinas. Napakamakapangyarihan nito bilang institusyon. Kaya nararapat lamang na pamunuan ito ng isang sibilyang presidente na tumatayong commander-in-chief ng sandatahan. Ito ay upang tiyakin na dapat mangibabaw ang sibilyan sa militar dahil ang Pilipinas ay isang demokratikong republika. Sa hinaharap, umaaasa ang mamamayan na ang sandatahang panlakas ay magiging totoo sa dakilang misyon na tiyakin ang interes ng bansa at ng mamamayan nito, hindi ng dayuhang bansa o iilang makapangyarihan sa lipunan.

Sanhi ng Kahirapan

Mga Sanhi ng Kahirapan

Mabigat na hamon sa pamahalaan, pandaigdigang samahan, mamamayan at maging sa pribadong sektor ang pagsugpo sa malawakang kahirapan. Balakid ito sa layunin ng bawat isa na umunlad at guminhawa ang buhay. Upang ito ay maisakatuparan, maraming mga programa at proyektong inilunsad ang pamahalaang lokal at nasyunal, mga pangrehiyon at pandaigdigang samahan o regional and international organization tulad ng Association of Southeast Asian Nations (ASEAN) United Nations (UN) at mga organisasyong binuo ng mga mamamayan o non-governmental organization (NGO) at people’s organization (PO) upang solusyunan ang kahirapan sa lipunan. Subalit hindi magiging matagumpay ang anumang hakbang kung hindi magagawang tukuyin ang sanhi o ugat ng kahirapan sa konteksto ng lipunang binibigyang-pansin, halimbawa Pilipinas. Ang mga sumusunod ay ilan sa mga itinuturing na sanhi ng kahirapan ng mga mamamayan. Ang mga suliraning ito magkaka-ugnay at maaaring sabay-sabay taglayin ng isang bansa.

Hindi Makatwirang Sistema ng Pagmamay-ari ng Lupa
Nananatiling nasa kamay lamang ng iilan ang pag-mamay-ari ng lupa sa bansa. Malaking bilang pa rin ng mga magsasaka ang walang sariling lupa. Karamihan sa kanila ay mga manggawang bukid o farm worker ng mga malalaking hacienda na pagmamay-ari ng mga panginoong may lupa o landlord. Sa halip na pakinabangan nila ang kanilang ani ay tumatanggap lamang sila ng kakarampot na suweldo na hindi sapat para sa pangangailangan ng kanilang pamilya. Isang halimbawa ng ganitong sistema ay ang karanasan ng mga manggagawang bukid sa Hacienda Luisita sa Tarlac na pagmamay-ari ng angkan ng mga Cojuangco. Isang pangarap pa rin hanggang ngayon para sa maraming magsasaka ang tunay na reporma sa lupa.

Kawalan ng Pagpapahalaga Kasaysayan
Ang isang bansa na hindi marunong magpahalaga sa kasaysayan ay inaasahang magpapaulit-ulit lamang na daranasin ang mga nauna nitong pagkakamali. Ayon kay Renato Constantino, isang makabayang historyador, mahalaga ang pambansang pagkakakilanlan o national identity at katutubong kalinangan sapagkat ang mga ito ang nagbibigkis sa mamamayan bilang isang lahi. Sinasalamin ng neokolonyal na sistema ng edukasyon sa maraming bansa ang kawalan ng pagpapahalaga sa katutubong kalinangan at kasaysayan.

Hindi Pantay na Relasyon sa Ibang Bansa
Ang bansang nagmistulang tambakan lamang ng sobrang produkto, taga-suplay ng murang at sunud-sunurang lakas-paggawa at tapunan ng mga pinaglumaan at depektibong teknolohiya ng dayuhang estado ay maituturing na isang bansang nakapaloob sa makabagong anyo ng kolonisasyon o neocolonialism. Ang ganitong sistema ang higit na nagpapahirap sa mga mamamayan ng isang bansa. Ang pagdagsa ng sobra produkto sa isang bansa ay nakakaapekto sa lokal na industriya. Kung hindi magawang makipagsabayan ng lokal na industriya, maaari bumaba ang kita nito at tuluyang magsara. Inirereklamo naman ng lakas-paggawa ang laganap na diskriminasyon o pagtatangi batay sa lahi at ang mababang pasahod sa mga pagawaan na pagmamay-ari ng mga dayuhang kapitalista. Ang pagtanggap ng bansa sa mga pinaglumaan at depektibong teknolohiya mula sa dayuhan ay maaaring magdulot ng matinding pinsala sa mamamayan at kapaligiran.

Lubog sa Dayuhang Pagkakautang
Napabigat na hamon sa pamahalaan ng isang bansang lubog sa kumunoy ng pagkakautang ang pagbabayad dito. Karaniwang may pagkakautang ang mga mahihirap na bansa o tinatawag ding Global South o developing countries sa mga multilateral financial institution tulad ng IMF-WB at mayayamang bansa o tinatawag ding Global North o developed countries. Matindi ang epekto ng malaking pagkakautang ng mga mahihirap na bansa sa mga programang panlipunan nito. Sa halip na ilaan sa patubig, kalusugan, edukasyon, pabahay at iba pang batayang serbisyong panlipunan ay napupunta lamang ito sa pambayad utang.


Atrasado at Dekadenteng Kultura
Mahalaga ang papel ng kultura sa pagsasakatuparan ng layunin ng isang bansa na umunlad at guminhawa. Subalit magsisilbi lamang itong hadlang kung ang katangian nito ay atrasado at dekadente. Ilan sa mga manipestasyon ng kultura na may ganitong katangian ay ang laganap na katiwalian sa pamahalaan, paniniwala sa mga pamahiin na nakakasama sa kapakanan ng tao, bulag na pagsunod o blind obedience, pagiging makasarili at mapag-imbot sa kapwa, pagsasabukas ng mga bagay na maaaring gawin ngayon o procrastination, pagiging palaasa sa kapwa at sa ibang bansa o culture of dependence and mendicancy at iba pa.

Kawalan ng Katatagang Pampulitika
Mahalaga ang papel ng katatagang pampulitika upang tiyakin na hindi maikokompromiso ang interes ng sektor pang-ekonomiya. Ang pamunuan na puro bangayan, pagpapakitang-gilas, gipitan at pansariling kapakanan lamang ang inaatupag ay hindi nakabubuti sa ekonomiya at sa mamamayan. Bagama’t mahalaga ang debate sa isang demokratikong sistemang pampulitika, ang kalabisan naman nito ay nakakasama sa pamumuhunan, kalakalan at empleyo. Ang paiba-ibang patakaran sa bawat administrasyong pampanguluhan ay may masasamang implikasyon sa operasyon ng dayuhan o lokal na negosyo. Ang isang sistemang walang katatagang pampulitika ay hindi maaring asahan na makakapaghatid ng mataas na kalidad na serbisyo publiko o makakalikha ng desenteng trabaho para sa mga mamamayan nito.

Panggamit ng Hindi Angkop na Modelong Pangka-unlaran
Ang modelong pang-kaunlaran o development model ay balangkas na ginagamit ng isang bansa upang patakbuhin ang ekonomiya at mapaunlad ito. Isinasaad at ginagabayan ng development model ang patakaran ng isang bansa na may kinalaman sa pananalapi, pakikipagkalakalan, paggamit ng likas na yaman, empleyo, pagbubuwis, pangungutang, ugnayang panlabas at iba pa. Ang bawat development model ay may binabagayang sitwasyon o kondisyon. Samakatwid, makasasama sa kapakanan ng bansa at mamamayan nito ang paggamit ng isang development model na idinikta lamang ng ibang mas malakas na bansa tulad ng Estados Unidos o pandaigdigang institusyong pananalapi tulad ng World Bank (WB) at International Monetary Fund (IMF) lalo na kung ito ay hindi angkop sa konteksto ng kasaysayan, kultura, ekonomiya at pulitika ng bansa. Halimbawa, hindi makatwirang ipilit sa isang bansang agrikultural tulad ng Laos at Cambodia na gamitin ang isang modelong pangkaunlaran ng isang industriyalisadong bansa tulad ng Japan at France ng basta-basta. Maaaring humalaw ng modelo sa ibang bansa subalit dapat itong i-angkop sa partikular na kalagayan at karanasan ng lipunan.

Nazism at Holocaust

Ang Mapaminsalang Nazism at Holocaust

Ang isang ideolohiya, patakaran o pamunuan ay hinahatulan batay sa pangkalahatang epekto nito sa mamamayan. Kasaysayan ang hahatol kung ito ba ay naghatid ng kabutihan o kapinsalaan sa lipunan. Siyasatin natin ang isang yugto ng kasaysayan sa Germany sa panahon ng pamamayagpag ng pamahalaan ni Adolf Hitler mula 1933-1945 o mas popular sa bansag na Nazi Germany o Third Reich.

Ang Nazismo

Ang ideolohiya ay isang sistema ng paniniwala na nagsisilbing balangkas, salalayan o batayan ng desisyong pang-ekonomiya, kilusang pampulitika at sistema ng pamamahala sa lipunan. Ang Nazism o Nazismo bilang isang ideolohiya ay mayroong negatibong konotasyon bunga ng hindi magandang karanasan ng mga mamamayang Hudyo o Jews sa Germany. Nazismo ang nagsilbing ideolohiya ng National Socialist German Workers Party o mas kilala bilang Nazi Party na pinamunuan ni Adolf Hitler. Samakatuwid, hindi maiiwasan na direktang i-ugnay sa kanya ang ideolohiyang ito.

Totalitatianismo at Sentralisadong Pamumuno
Isa sa mga katangian ng Nazism ay ang pagkakaroon ng malakas na sentralisadong pamahalaan. Mas nakahihigit ang Estado sa interes ng mga mamamayan sa ilalim ng ganitong sistemang pampulitika. Kontrolado ng pamahalaan ang maraming aspeto ng lipunan. Ipinapatupad ang mahigpit na sensura sa paglalathala. Walang puwang ang kritisimo at malayang pamamahayag. Mahigpit din ang regulasyon sa paglalabas-pasok ng mamamayan sa bansa. Walang timbangan o balanse ng kapangyarihan sapagkat nakakonsentra sa kamay ng mga nasa posisyon ang ekslusibong awtoridad na magpasya. Kontrolado rin ang kamalayan ng mamamayan sa pamamagitan ng mga mga pambansang simbolo tulad ng swastika, watawat, slogan at iba pang bagay na kumakatawan sa Estado.

Kapansin-pansin ang pagkakapareho ng Nazismo at Fascism sa usapin ng pilosopiya at patakaran sa sistemang pampulitika, pang-ekonomiya at panlipunan. Ang tanging pagkakaiba lamang ay ang sakop. Ang Nazismo ay tumutukoy sa partikular na sitwasyon sa Germany sa panahon ng Third Reich. Samantalang ang Pasismo namang ay tumutukoy sa mga pampulitikang kilusan o pamahalaan sa iba’t-ibang panig ng daigdig na may sistemang sentralisado, militaristiko at awtokratiko tulad ng Italy sa panahon ng pamumuno ni Benito Mussolini. Samakatuwid, maaaring ituring na isang uri ng Pasismo ang Nazismo.

Militarismo
Sentral ang papel na ginagampanan ng militar o hukbong sandatahan sa pagpapanatili ng awtokratikong rehimen ni Hitler. Tungkulin ng militar na proteksyunan ang Estado sa anumang uri ng pagsalakay upang ito ay hindi mapabagsak ng anumang grupo. Upang ito ay tiyakin, malaking halaga ang inilalaan ng pamahalaan sa higit pang pagpapalakas sa hukbong sandatahan para sa karagdagang armas at pagsasanay. Ang tawag sa ganitong patakaran ay militarismo.

Si Hitler at ang Social Darwinism
Etnosentriko ang pananaw ng mga Nazi. Naniniwala sila na nakahihigit ang lahing Aryan kumpara sa iba pang lahi sa daigdig. Para kay Hitler, ang mga Jews, Gypsies at Slavic ang umoukopa sa pinakamababang saray o antas ng lahi sa mundo. Ang isang tao na may etnosentrikong pananaw ay naniniwala na ang kanyang kultura o pangkat na kinabibilangan ay higit na nakapangyayari kaysa sa iba.

Naniniwala si Hitler na ang mga mahihina, sakitin at mabababang uri ay dapat mawala sa lipunan upang tiyakin na yaong mga malalakas, mahuhusay at nakapangyayari lamang ang mananatili. Ang kaisipang ito ay may kaugnayan sa pilosopiyang Social Darwinism na nagsasaad na sadyang may di-pagkakapantay-pantay sa natural na kaayusan ng mga bagay-bagay sa lipunan.

Mahigpit ding ipinatupad ang patakaran ni Hitler laban sa mga bakla at may kapansanan o sakit na maaaring maipamana sa mga magiging anak. Tulad ng mga Hudyo, dumanas din sila ng matinding pagmamalupit. Alinsunod sa pilosopiya ni Hitler ay isinakatupaaran din ang sterilisasyon at pagpatay sa mga naghihirap bunga ng malubhang karamdaman o tinatawag ding “euthanasia.”

Sa kabuuan, sinasalamin ng kanyang mga patakaran laban sa mga Hudyo at iba pang grupo na itinuturing niyang mababa ang kaisipang ito. Samakatwid, may pagtatangi ang pamahalaan ni Hitler batay sa etnisidad, lahi at kasarian.

Kinukondena niya ang isang lipunan na binubuo ng iba’t-ibang lahi at pangkat-etniko sapagkat balakid ito diumano sa pagbuo ng isang pambansang pagkakakilanlan o “national identity” at matatag na bansa. Malayong mapagkaisa ang isang bansa na binubuo ng iba’t-ibang pangkat-etniko. Naniniwala rin siya na dapat ay hindi pahintulutan ang pakikipag-asawa sa ibang lahi o inter-marriage upang manaliting puro ang dugong Aryan. Para sa kanya, ang isang bansang may iba’t-ibang wika at kultura ay walang katatagan at hindi magtatagumpay sa anumang larangan.

Kung patakaran sa mga pambansang minorya ang pag-uusapan ay maraming pagkakahalintulad ang pamahalaang Estados Unidos at ang awtokratikong rehimen ni Hitler. Tulad ng mga Hudyo ay dumanas din ang mga Native Americans o American Indians ng pandarahas, dislokasyon at panunupil mula mga Amerikano na nag-aastang higit na nakapangyayari.

Ang Holocaust at mga Kaso ng Paglabag sa Karapatang Pantao
Malagim ang naging karanasan ng mga mamamayang Hudyo sa Germany sa panahon ng totalitaryanismong Hitler. Dumanas sila ng iba’t-ibang uri ng paglabag sa karapatang pantao. Marami sa kanila ang ikinulong nang matagal sa panahon sa mga labor at concentration camps kung saan ilan sa kanila ay dito na rin namatay bunga ng pagkakasakit at kumplikasyon.

Sistematiko at maramihan ang ginawang pagpaslang sa kanilang hanay kaya tinagurian itong genocide o mass murder. Sa pagtataya ay may 11 milyong kalalakihan, kababaihan at kabataan ang namatay sa yugong ito ng kasaysayan na tinawag ng Holocaust.

Hindi maikakaila ang marahas na pagtrato sa mga Hudyo sa yugtong ito ng kasaysayan ng Germany. Sa katunayan ay detalyado itong naitala sa talaarawan ni Anne Frank, isang batang Hudyo na dumanas na matinding hirap kasama ang kanyang pamilya sa isang concentration camp. Isinulat niya dito ang karanasan ng kanyang pamilya at kapwa Hudyo na balot ng takot, kaba at pag-aalala.

Kinondena ng maraming mamamayan sa iba’t-ibang panig ng daigdig ang mapang-abuso at di-makataong patakaran ni Hitler laban sa mga minoryang Hudyo. Itinuring silang minorya bunga ng kanilang kakaunting bilang kumpara sa mga Aleman (German) na higit na nakararami at mapalad kaysa sa kanila. Pawang mga German lamang ang nakinabang sa mga programang pangkaunlaran ng pamahalaan ni Hitler.

Neo-Nazismo
Sa kasalukuyan, ipinagbabawal na sa Germany ang Nazismo subalit may mga grupo pa ring yumayakap sa kaisipang ito. Tinatawag silang mga Neo-Nazis. Ang ilan sa kanila ay aktibo rin sa Estados Unidos at maging sa ibang bahagi ng Europa. Sa pelikulang “American History X” ay isinalaysay ang buhay ng mga taong yumayakap sa Neo-Nazismo at kung paano nito sinira ang kanilang kinabukasan. Binigyang diin sa pelikula ang negatibong epekto ng mapanira, mapaghiganti at marahas na katangian ng Neo-Nazismo sa mamamayan lalong-lalo na sa mga nabibilang sa ibang lahi tulad ng mga African, African-American, Latino at Asyano.

Ang pagtatangi batay sa etnisidad, lahi at nasyunalidad ay hindi makatwiran at dapat kundenahin. Una, wala itong kongkretong batayan. Ikalawa, nagiging pamantayan lamang ito sa pagsasakatuparan ng malawakang diskriminasyon at pagmamalupit sa ibang lahi o pangkat-etniko sa lipunan. Ikatlo, nagdudulot ito ng pagkakahati-hati sa lipunan na maaaring magresulta sa kaguluhan, kapahamakan at kamatayan. Sa Sosyolohiya, tinatawag na racial o ethnic stratification ang hindi pantay na antas sa estado, pagtingin at opurtunidad para sa iba’t-ibang lahi o pangkat-etniko sa daigdig.

Pilit na pinanatili ng national government (NG) na huwag ng humigit pa sa Php 180 B ang budget deficit ng bansa. Para isakatuparan ito, heto diumano ang sagot: tax reform package, lateral attrition law (LAL) at energy conservation (enercon). Sa tingin ko ay enercon lang sa tatlong ito ang 'di gaano kinuyog ng kabi-kabilang kontrobersya. Hindi ko na tatalakayin ang isyu ukol sa tax reform partikular sa E-VAT. Sapat ng tingnan ang editorial cartoon ng PDI noong ika-4 ng buwang ito upang ito ay bigyang diin at linaw. Itinampok sa caricature ang tunggalian ng interes ng mga karaniwang mamamayan at ng pamahalaan (na kapwang nagpapambuno).

Mistulang reward and punishment system naman itong lateral attrition law. Isinasaad ng batas na ito na mapaparusahan ang mga opisyal ng BoC at BIR kung mabibigong makakulekta ng mas mababa sa 10% ng inaasahang halaga o target. Subalit kung mahigitan naman ang target ng 10% ay may aasahan silang insentibo (10% ng kabuuang halaga ng labis na nakulekta). Ayon sa pamahalaan, mas magiging episyente diumano ang BoC at BIR sa pamamagitan ng patakarang ito. Subalit bakit kailangang tumanggap pa ng insentibo ang mga kawani ng mga nasabing tanggapan? Hindi ba't trabaho naman nila talagang maging mabisa (efficient) at mahusay (competent) sa pagganap ng kanilang mga tungkulin. Ito ang karaniwang argumento ng mga kritiko ng LAL.

Naging epektibo ang kampanya para sa enercon sa pagpapababa ng kagastusan ng pamahalaan sa kuryente. Maging ang Department of Budget and Management (DBM) ay hindi nakaligtas sa kahihiyan nang ito mismo ay bumagsak sa pamantayan ng enercon sa isang biglang pagbisita ng mga enercops o ang energy audit team sa kanilang mga tanggapan. Kahiya-hiya, kagawaran pa man din ng pagbabadyet ng limitadong pondo ng pamahalaan.

No-El Proposal
The proposed scrapping of 2007 elections (No-El) will also be a debatable issue among power brokers. Political observers view it as quid pro quo (this-for-that) in exchange of the coveted congressional and provincial support. It is also perceived as a political maneuver to allow the continuance of the Arroyo administration until 2010. The Palace, on the other hand, pointed out that 2007 election will be very divisive and expensive. The way it looks, the approval of Cha-cha has the nod of most of the members of the House of the Representative but does not stand a chance in the Senate.


Crisis of Legitimacy and Credibility
A crisis of legitimacy and credibility troubles key institutions in the government namely the Presidency, the Comelec and the AFP. If this trend continues, it will undermine the very foundation of the democratic processes and institutions in the country. Any reform measures will translate to nothing without a functioning democracy in place. Meanwhile, President Arroyo contents herself with piecemeal solutions such as reorganization and media blitz, which do not actually attend to the roots of the problems.

The modernization of technology led to the popularization of cosmopolitan and consumerist lifestyle of the West.

>Globalization has also wrought irreparable damages to the life of the poor people from the South. It weakened their sense of national identity. English language and Western values became the yardstick of cultural development at the expense of the indigenous culture. Local producers were also economically displaced by the excessive dumping of foreign products, thereby intensifying the problem of income inequality, poverty and underdevelopment in the Third World.

High-profile scandals have shaken the Arroyo administration—one after the other. Charges of illegal gambling pay-off dubbed as the ‘jueteng-gate scandal’ were also leveled against her husband, eldest son and brother-in-law. Ironically, the First Family is also being charged of the same offense which troubled the First Family of former President Estrada towards the end of his incumbency. Mrs. Arroyo, on the other hand, reiterates that the allegations hurled against her family are baseless and politically-motivated.

Another major blow for Mrs. Arroyo was the so-called “Hello, Garci” scandal. The alleged wiretapped phone conversation between Mrs. Arroyo and former Comelec Commissioner Virgilio Garcillano fueled the suspicion that massive and well-orchestrated poll fraud transpired in the 2004 election thereby putting her legal mandate as president in question. The controversial wiretapped recordings contained the details of the following points of conversation which bolstered the public suspicion about her illegitimacy:
• means to guarantee her presidential victory (legal or otherwise)
• means to hold back a potential witness to the election fraud allegations
• means to ensure political loyalty of generals in the military hierarchy

On June 27 this year, or 3 weeks after the tapes were released, Mrs. Arroyo admitted for speaking to a Comelec official at the height of the election canvassing, and apologized for doing so. But she vehemently denied that she was behind any move to manipulate the election results. The Palace likewise dismissed the testimonies of the witnesses as mere fabrications to discredit her administration.

The alleged military connection in the vote-rigging of 2004 election results brings to the fore yet another suspicion that the Armed Forces of the Philippines (AFP) is deeply involved in partisan politics. Section 5 Paragraph 3 of Article XVI (General Provisions) of the 1987 Constitution states that “The armed forces shall be insulated from partisan politics. No member of the military shall engage directly or indirectly in any partisan political activity except to vote.”

In her bid to ensure political survival, Mrs. Arroyo used the politics of patronage and accommodation to gain needed support.

A case in point is the alleged fertilizer scam. Local executives and congressmen were said to have benefited from the Php 728 million fertilizer fund in exchange for their support for the presidential bid of Mrs. Arroyo. Former Undersecretary Jocelyn Bolante, the principal figure in the alleged scam, sneaked out of the country when it was at its height. Suspicions were raised that the Palace may have been behind his escape in an attempt to cover up the truth. The same suspicion was elicited when Mr. Garcilliano was nowhere to be found during the height of the congressional inquiry.

Events have placed Mrs. Arroyo’s moral authority to govern in question.

The leadership crisis that has beset the presidency has led to various alternative proposals from sectors representing the entire political spectrum. These include military junta, democratic people’s council, constitutional succession of the Vice-President, transition caretaker government, martial law, power-sharing with the opposition (60-40 option), snap election, and Charter change (Cha-cha). This has only further heightened the level of uncertainty in the public’s mind.

Meanwhile, bureaucratic corruption and inefficiency have taken a heavy toll on the country’s economic performance. In the 2005 Index of Economic Freedom reported by The Heritage and The Wall Street Journal, the Philippines ranked 90 out of the 161 countries in terms of economic freedom. The report attributes the poor performance of the country to political instability, poor governance, economic mismanagement and vulnerability to external shocks. It also underscored that cases of corruption continue to exist up to the highest levels of government.


Impeachment Bid: A Political Battle

Initially the leaders of the political opposition (forerunners of the impeachment bid) were confident that the case against Mrs. Arroyo was very strong so that the possibility of turning it over to the Senate for full trial was very high as only one-third of congressmen were needed.

However, in support of her continued stayed in office, pro-Arroyo solons used legal maneuvers and numerical supremacy to thwart the impeachment complaint. The complaint was deemed insufficient in substance and so was not forwarded to the Senate for investigation. Consequently, a series of street protests occurred which fueled a higher level of discontent but were not widely supported.

Despite not being given the impeachment complaint to review, the Senate continued independent inquiries, which the Palace considered as a ‘serial impeachment’ masquerading as a legitimate senate investigation, to revive the charges against the President. The supporters of Mrs. Arroyo claimed that these Senate probes are mere ‘re-runs’ of the charges in the thwarted impeachment bid and were bit a desperate attempt to grab political power from the Arroyo government.



People’s Initiatives: Hallmark of Democracy

Year 2005 saw greater, albeit loosely consolidated, civil society participation in influencing and redirecting the political affairs of the country.

One of the more active is the Black and White Movement (BWM). BWM, a broad coalition of civil society groups, aims for the non-violent removal of Mrs. Arroyo from office through a nationwide information and signature campaign. In order to ensure an honest and credible election, BWM is also demanding a major overhaul of the Commission on Elections (Comelec). The BWM administrative reform agenda includes election, judicial, economic, pro-poor, bureaucratic, military and constitutional reforms.

Another people’s initiative is the Citizen’s Congress for Truth and Accountability (CCTA). CCTA was formed by various civil society groups headed by former Vice-President Teofisto Guingona to serve as a fact-finding body where evidence about the alleged 2004 election fraud, massive human rights violations, and dubious contracts entered into by the government under the Arroyo administration (i.e., Venable LLP contract, the Northrail project, etc.) can be presented and investigated.

The Palace contends that the investigation by the CCTA has no legal basis and that the people behind it may even be charged for inciting to sedition. It also dismissed CCTA as a mere ‘kangaroo court’ and a mockery of the judicial process.

Street parliamentarians have been active rabid critics of the Arroyo administration and have staged a series of rallies. Many in society, especially the middle class, have little optimism anything positive expected from the present dispensation. On top of that, no opposition leader has arisen to unite their ranks.



The Contentious Timing of Cha-cha

Former President Fidel V. Ramos and Speaker Jose de Venecia, staunch allies of President Arroyo, have been in the forefront of the move to initiate a change in the constitution (Charter change or Cha-cha). For Mr. Ramos, “The only solution to the country’s problem will be an accelerated Cha-cha.” On how to do it, Speaker de Venecia proposed the transformation of the Congress into a Constituent Assembly (ConAss) where both Chambers would sit as one Charter-amending body to facilitate the proposed constitutional changes. Most senators are against it, preferring a Constitutional Convention (ConCon) instead. Here, we see a potential Senate-House of Representatives stand-off.

The Cha-cha proposal surfaced at the height of the impeachment motion against the President leading to the perception by the political opposition that it is a smokescreen to divert the public’s attention from Mrs. Arroyo’s alleged direct hand over the 2004 election fraud. For them, Cha-cha is uncalled for and untimely especially at this point of intense political crisis and divisiveness.



ConCom: Purveyor of Cha-cha?

To jump-start the drafting of the proposal for Cha-cha, a consultative constitutional commission (ConCom) headed by Dr. Jose Abueva was convened by the Palace. According to the Palace, the national delegates are men and women of national standing, experienced in government or with known competence and credibility in their respective fields. The regional delegates, on the other hand, are selected from the sectors of the peasants, fisherfolks, indigenous people, laborers, professionals, military, academic and business, among others. Recently, Mrs. Arroyo increased the number of ConCom delegates from 50 to 55 to allow wider participation and broader representation of constituencies at the national, regional and sectoral levels.

ConCom’s areas of concern include:
• shift from presidential to parliamentary form of government
• shift from unitary to federal government
• political reform
• judicial reform
• electoral reform
• economic reform

The political opposition, on the other hand, perceives ConCom as a mere rubber stamp of the Palace. In the same vein, the Philippine Center for Investigative Journalism (PCIJ) views it as a bid by Mrs. Arroyo to popularize Cha-cha so as to gain a wide base of support. Nationalists strongly argue that the proposed amendments in the economic provisions to allow 100% full liberalization of the economy will further trample upon the national sovereignty of the Philippines.



Drumbeaters of Federalism

According to Senator Aquilino Pimentel, a Mindanaoan, the shift from unitary to federal form of government will answer the long-running problem of poverty and secessionism in Muslim Mindanao. Local government leaders who advocate federalism point out that it will facilitate political reform, institutionalize decentralization and strengthen local economies. ConCom reported that federalism enjoys strong support from people in Visayas and Mindanao. This can be attributed to the strong sentiment of Visayans and Mindanaoans against the dominance of so called ‘Imperial Manila,’ where economic growth and development is concentrated.

For her part, Mrs. Arroyo has stated that the shift to a parliamentary-federal government will overhaul the country’s dysfunctional political system and prevent looming anarchy, which emasculates the government and hinders an economy “poised for take-off.” She argues that the presidential system only results in deadlock which hinders the swift passage of much-needed legislative socio-economic reforms. Under a parliamentary system, she emphasized that the Palace-Senate stand-off over cases similar to that of the detention of National Security Adviser Norberto Gonzales will be avoided.

She cautions that if the presidential form of government is retained, her predicament will just be replicated with every presidency. As such, it will only perpetuate the cycle of political instability. To replace a president under a presidential system is a complicated and dislocative effort, while to change a prime minister only requires a vote of no confidence in the parliament. But will there be any difference at all in a new system with the same set of faces?

Bottom line: With the present brand of political culture in the Philippines, any form of government will only lead to a vicious cycle of capricious change.



(Un)Popularity of GMA

Mrs. Arroyo placed no. 4 in the U.S.-based Forbes magazine’s list of the world’s 100 most powerful women. The ranking was mainly based on visibility and economic impact. But Forbes magazine cautioned that President Arroyo “could be off” should the impeachment proceeding prosper in proving her guilty of the accusations hurled against her. In the event, they didn’t prosper.

The public, however, has a far less favorable opinion of her with some 52% of the populace disapproving of her performance and a staggering 64% wanting her out of office. In reaction, Mrs. Arroyo had this to say, “The presidency is not a popularity contest because in order to fix things, we have to do things that are unpopular.” She assured the business community that she would remain committed to focusing on her job and fully carrying out her economic recovery reforms. But except for a couple of tax measures it’s not too clear what these are. What the administration claims to be strong points are:

• record high tourist arrivals
• potential for medical/health tourism
• stronger currency against the dollar
• large inflow of remittances from OFWs
• resilient drive against bird flu and international terrorism
• expanding call center industry and other BPOs

She lamented the fact that media has downplayed these accomplishments in favor of the bad news, and castigated media for being a party to the propaganda warfare launched by the political opposition to destabilize her administration.

Looming Martial Law?

Members of the opposition perceive the possible passage of the anti-terrorism bill as a sign of a looming martial law regime. Senator Jinggoy Estrada and Rep. Roilo Golez who were once sponsors of the anti-terrorism bill have withdrawn their support because of the possibility that the Palace might use it against the ranks of the opposition. Such fear would seem exaggerated, nonetheless. But some of the contentious provisions questioned by the opposition such as the prolonged detention without charges, warrantless arrests and restriction on freedom of association could, indeed, be misused.

Sociologist Randy David has warned that the anti-terror bill could bring with it the danger of easily being used as an instrument to exercise unaccountable power. Senate President Franklin Drilon, on the other hand, disagrees, pointing out that even the most democratic states like U.S. and Great Britain have anti-terror legislation.

Human rights advocates underscore the seeming parallelisms of Mrs. Arroyo’s regime with that of the Marcos dictatorship in the 1970’s with the implementation of a series of pre-emptive policies such as Executive 0rder 464 (which requires that all administration personnel obtain the President’s permission before testifying in Congress), calibrated pre-emptive response (that allows the police to “quell” street demonstrations) and revival of Marcos’ B.P. 880 (which restrains street protests without permit). Rather than quelling demonstrations these preemptive acts may, in fact, heighten them.

Comparisons were also made between the presidencies of Mrs. Arroyo and Mr. Estrada with respect to how their respective administrations handled legitimate dissent. References to the Arroyo administration were made to highlight the manner of dispersing civil disturbances with the use of the state’s security forces. Mr. Estrada was said to have been more tolerant of legitimate dissent like street protests. Media organizations which are critical of her presidency are equally bothered with the pattern of her administration’s anti-democratic leanings.

The Palace, however, justifies these pre-emptive policies as necessary to maintain the chain of command and protect commerce, mobility, livelihood and the over-all peace and order of the nation.

The idea of a martial law does not sit well with the public. In fact, almost 70% of the population is against it. According to the AFP, the current situation does not warrant it yet—which renders the public in suspended terror.




The Politics of Power Dynamics

There was a move in the Upper House to replace Senate President Franklin Drilon is seen as an off-shoot of his withdrawal of support from President Arroyo, but it failed. Sen. Drilon, however, does have a term-sharing arrangement with Sen. Manny Villar with the changeover occurring in July 2006. The preference of some senators for Sen. Villar over Sen. Drilon to head the Senate is bolstered by the former’s perceived capacity to tread its path into becoming a truly independent institution while pursuing a ‘principled cooperation” with the Palace in the area of legislation (especially with pro-poor legislative agenda).

Attempts to form a new majority coalition will remain as a party agenda. Expectedly, this will result to a new re-alignment of forces in the Senate. The configuration in the Upper Chamber, as well as in the other branches of the government, is still as unpredictable given the politics of personality and personal convenience inherent in the Philippine political system.

The Lakas-Christian and Muslim Democrats (Lakas-CMD), party of the President, is organizing towards strengthening itself in preparation for shift in the form of government from presidential to parliamentary. Cabinet revamps are also underway with a number of positions still being held by Officers-in-Charge, and as the President realigns her political forces.

The recent move to declare all committee chairmanships vacant in the House of Representatives is an off-shoot of the impeachment case, with those who supported impeachment losing their chairmanships. The pro-GMA bloc justified the reorganization as being to maintain the cohesiveness of the majority, not to get back at former GMA supporters who sided with the opposition during the impeachment bid.

The Senate and the House of Representative are entangled in another political stand-off involving the Senate hearings over the fertilizer fund scam which involves several congressmen who are calling on the Senate to exercise inter-parliamentary courtesy. Apparently this is considered more important than finding out if some scandalous activity did occur. Another source of growing political tension between the two Chambers is the House’s call for a unicameral legislature, which for obvious reasons the Senate does not support.

Efforts were made by the President to forge unity in the government earlier this year when she organized a summit to try to establish a government of national unity and reconciliation by convening both pro- and anti-administration political parties. But it didn’t work, only the confrontational politics of Mrs. Arroyo took its toll.

The lack of closure in the alleged vote rigging in the 2004 elections will continue to haunt the President with the appearance of Mr. Garcillano complicating the picture. A second impeachment case will inevitably be attempted in June next year but, like the first, is unlikely to prosper. But, also like the first, will destruct the country’s leaders from focusing on the work they really have to do.

Thorny Issues with U.S.

Thorny Issues in Philippine-U.S. Relations

The Philippine-U.S. relationship is one of the potentially critical issues to watch.
• the withdrawal of Filipino soldiers in Iraq;
• the espionage of Filipino agents involving confidential documents of the Federal Bureau of Investigation (FBI);
• the content of the supposed report of the U.S. Embassy in Manila assessing the volatile political situation in the Philippines (Mrs. Arroyo described as weak and overbearing with little popular credibility, Mr. de Castro as inept and unfit, Mr. Ramos’ link to coup plots, etc.);
• the alleged rape charges against 6 American servicemen;
• and the heated debate about the proposed full liberalization of the Philippine economy.

Nonetheless, in the face of mounting controversies surrounding the GMA presidency, the U.S. government remained supportive of Mrs. Arroyo. In public statements, the U.S. government has reiterated that it will not support any extra-constitutional means to unseat the President.
