Bayan Muna Rep. Neri Colmenares on judicial reform

"Judicial reform for me is best described as efforts both in policy and action towards eliminating obstacles towards the effective, efficient and equitable access of the people to justice. As a human rights lawyer and considering that I have a bias in favor of the people, judicial reforms should focus in allowing this kind of access to the poor and the marginalized sectors and public interest issues. I agree with a paper on judicial reform in Latin America that judicial reform must delve into reforming its important elements such as the independence of the judiciary (appointment and disciplinary reform), access (including cost, legal aid, gender issues, and procedural and substantive aspects of the judicial system), efficiency (unclogging court dockets, and alternative dispute resolution which is also an element of access) and of course resources (not just autonomy of the budget but its sufficiency as well). In the Philippines, no judicial reform can be undertaken without including steps to address corruption (both in the judiciary and the legal practitioners in courts). Furthermore, effective access also includes not just the legal education of judges but of lawyers as well for their effective representation of clients, most especially the poor. Ensuring that law schools equip students with the receptiveness to judicial reform and public interest issues also play a role in legal system reform in general and in judicial reform in particular. I do not wish to exclude the elimination of cultural barriers to effective access to the judiciary in any efforts at judicial reform. Notice that the list of elements is not exhaustive, as judicial reform in one country could vary in terms of thrust from another. Of course, I do not believe that genuine and thoroughgoing judicial reform can be achieved without political and economic reforms as these factors normally, and inherently, make access to justice difficult if not impossible for the marginalized and the poor."

• Tiyaking magiging malinaw ang rehistro ng boses at maayos ang anggulo ng kuha, maging ang pipiliing lugar para hindi makaagaw ng atensyon ang ingay at background. Tiyaking kumportable rin dito ang kakapanayamin. Gamitin ang mga natutunan sa Kom III ukol sa wastong paraan ng panayam. Bukod dito ay magbasa-basa rin para sa dagdag kaalaman.

• Isulat ito sa wikang Filipino.
• Maikli lamang dapat ang bawat pangungusap
• Mag-isip ng angkop na titulo para sa AVP (halimbawa - Katig: Sandigan ng Masang Namamalakaya, Kiriwi: Kasalatan sa Batayang Pangangailangan ng Tribung Alangan Mangyan). Mas mainam kung mas maikli.

• Gamitin lamang ang mga panayam sa porma ng video clip kung ito ay makakatulong sa diskurso ng inyong AVP. Gamitin lamang ang video clip na ito para bigyang diin ang inyong argumento. Samakatwid, huwag i-asa sa panayam ang buong AVP. Kaya mahalagang mahusay ang narration dahil ito ang magsisilbing salalayan ng inyong AVP.
• Maglagay ng subtitle. Tiyaking sapat ang laki at tama ang ispeling.
• Kung kinakailangan, saliwan ng angkop na background music (instrumental) ang narration. Iwasang matabunan ang narration ng nakabubulahaw na background music. Maaari namang gumamit ng background music na may lyrics sa bahaging walang narration o pawang larawan/video lamang ang ipinapakita.
• Iwasang magkapare-pareho ng background music. Nakakabagot manood ng mga AVP na may pare-parehong saliw na tugtog.
• Iwasang maging magastos para sa proyektong ito. Magpatulong sa mga bihasa sa pagbuo ng AVP.
• Bibigyan natin ng kopya ng AVP ang DSS, mga POs at NNARA.
  
  
• Dapat basahin ang Gabay sa Pagbuo ng AVP ni G. Yfur Fernandez (I-google: Gabay sa Pagbuo ng AVP). Makakatulong ito ng malaki.

• Delayed opening of several voting precincts due to technical glitches
• Poor crowd control (voters, watchers, observers, etc.)

• Failure of elections in various localities due to the absence of Board of Election Inspectors (BEI) - e.g. Lanao del Sur

Bakit haiku? (updated)

• 5-7-5 ang sukat ng haiku. Sa pamamagitan nito ay nasusubok ang kakayahan ng mga mag-aaral na ipaloob ang mga mahahalagang kaalaman sa paraang 'di maaksaya sa salita at tuwiran.
  
  
• Sinasanay rin nitong maging malikhain ang mag-aaral dahil maaaring gumamit ng simbolismo at word play.
  
  
• Sa mga pagkakataong kailangang bumuo ng exhibit ay madaling makakapamili mula sa mga pinakamahuhusay na haiku ng mga mag-aaral. Mula rin dito'y makakahalaw ng maaaring mailathala sa Faura Online, Manila Collegian, UP Manila Bagumbayan at iba pa. Nagagamit din ang mga haiku sa pagpapatampok ng mga panlipunang isyu at pagsusulong ng kilusang pagbabago.
  
  
• Sa pamamagitan ng pagbuo ng haiku ukol sa mga 'di pangkaraniwang paksa ay nahihikayat ang mag-aaral na magbasa at magsaliksik. Para maiwasan ang pagbabasa lamang ng iilang bahagi ng sanggunian (reference), pinagpapasa ang mga mag-aaral ng 3-5 haiku ukol sa mga sub-paksa. Kaya para hindi masayang ang pagkakataong matuto, kailangang magbasa ng mas marami kaysa ipilit na bumuo ng 3 o higit pang haiku na pare-pareho lang ng nilalaman batay lamang sa maikling bahagi ng sanggunian o sa depinisyon ng paksa sa wikipedia.
  
  
• Nakatutulong ang haiku sa pag-aaral ng mag-aaral lalo na kung ito'y katambal ng iba pang rekisito (pagbabasa, pag-uulat, concept map, dagli, at iba pa) dahil hindi naman makatwirang sa haiku lamang magsimula't matapos ang lahat. Katuwang lamang ito ng tradisyunal na paraan ng pag-aaral. Pero dapat laging tiyakin na ang paksa ay may kaugnayan sa asignatura.
  
  
• Bukod sa madaling iwasto, dahil sa kaiklian ng haiku ay mas madali rin itong ma-upload sa blog. Tipid espasyo. Sa pamamagitan nito ay nakaaambag ang mga mag-aaral sa kaalaman ng ibang magbabasa nito.
