He headed the Commission formed by Arroyo to investigate
the killing sprees that victimize political activists.
According to him, it is absurd on the part of the military
to claim that the political killings are committed by the
New People's Army (armed wing of the CPP) against
the members of its supposed front organizations
(progressive people's organizations and party-lists)
while also arguing that the armed group and
its legal front organizations are one and the same.
